Preheat the oven to 350 degrees.

Lightly grease 2 8–inch baking pans.

In a large bowl (or in the bowl of an electric mixer) beat the butter and sugar using a hand mixer set at medium for or until the mixture is light and fluffy.

Add the eggs one at a time, beating after each addition and scraping down the sides the bowl occasionally.

Beat in the flour, baking powder, orange and lemon rinds.

Divide the batter between the two baking pans.

Bake for or until lightly browned.

Let layers cool in the pans for , then invert onto a cake rack to cool completely.

Place one layer on a cake plate, spread with jam and top with the second layer.

Sift some confectioner’s sugar on the top layer as a decorative finish.
