Place the bulgur wheat in a bowl and pour in the boiling water.

Stir and let stand for , or until the bulgur is tender.

If any liquid remains, strain to discard the excess.

Place the bulgur in a bowl.

Add the parsley, mint, tomatoes, scallions and cucumber and toss ingredients.

Mix the olive oil and 3 tablespoons lemon juice together and pour over the salad.

Toss to coat ingredients with the dressing.

Season to taste with salt and pepper.

Add remaining lemon juice if desired.
