Mix the buttermilk, mayonnaise, vinegar, sugar, chives, parsley, herb, salt, and cayenne pepper in a medium-sized bowl.

In a large bowl, combine the cabbage and snow peas and toss them together.

Pour the dressing over the vegetables.

Toss ingredients to coat the vegetables with the dressing.
