Preheat the broiler.

Place the salmon steaks in a heatproof pan.

Mix the olive oil, mustard, lime juice, tarragon, and black pepper.

Spoon some of this mixture over the salmon.

Turn the salmon over and spoon remaining sauce over the fish.
